Yes. On our arrival into HK, we attended a MTR (staffed counter) station, upon showing our (Australian) Senior Card's & passports we were issued with 2 'Elders' MTR LIGHT RAIL. for persons Age 65+, HK$2 per journey when paid with Elder Octopus Card. These cards can have extra HK$ put onto the card and can also be used on the HK buses, but cannot be used for a discount on the Express MTR Service either to and from the International Airport.

I am not sure. Sorry I was unable to help. I dont see why they would restrict children as the observation deck is very secure as is the restaurant.
